68 persons without ILP deported

ITANAGAR, May 22: Continuing its drive against violators of ILP regulation, City Police today caught 68 persons without ILP from Itanagar, Naharlagun and Nirjuli.

With today’s apprehension, a total of 256 ILP defaulters have been deported from Capital Complex since the launching of the special drive on May 20, informed City SP Seju P. Kuruvilla.

 

DC for regulation of market prices

AALO, May 22: Receiving complaint from District Social Welfare organization, Aalo to the effect that shops in the district are charging many articles/goods/items above the MRP rate, the West Siang Deputy Commissioner M.K. Sahoo has given specific directive to the Legal Metrology Department in the district to look into the issue and ensure that the items in the market are being sold as per MRP rate.

He also said that surprise raids should be conducted from time to time and trade licenses of the violators should be cancelled.

It is worth mentioning that many of the shopkeepers are in the habit of fixing the prices whimsically, for example MRP rate for cold drinks is Rs. 55 but the shop keeper charges Rs. 60 including freezing charge and Top Ups are sold above MRP rates and so on. Even some of the dealers of electronic goods are in the habit of using fake rate of MRP stickers and goods are sold at exorbitant rates. DIPRO

 

AdiSU concerned over mysterious death of college girl

ITANAGAR, May 22: Adi Students’ Union (AdiSU) has expressed shock over mysterious death of Aroty Mize in RKM Hospital here yesterday.

While expressing serious concern over rising incidents of crime against women, AdiSU urged various NGOs and family members of the alleged suspect behind the crime to refrain from interfering in the investigation process until the forensic test and post mortem reports are declared.

“The truth behind her death must be unearthed to deliver justice to the victim,” AdiSU said.

AdiSU conveyed heartfelt condolence to mother of the deceased O Mize of Taki Lalung to bear the irreparable loss.

She was a student of IGJ Higher Secondary School Pasighat.

 

DDSE to streamline Mid Day Meal

AALO, May 22: In an effort to streamline Midday Meal programme in a more effective manner in 15 blocks of West Siang district, the charge of BEO Aalo West is handed over to Kento Ngomdir by West Siang DDSE Tomi Doke.

The officers have been asked to make proper update of record on food grain stocking and supply to all schools, maintain proper A/roll, cash book, disbursement register and conversion cost to be implemented uniformly in all school to avoid any kind of complaints and discrepancies in near future. Mismanagement of MGNREGA fund alleged

ITANAGAR, May 22: All Kimin-Kakoi Youth Welfare Association (AKKYWA) today claimed that there was mismanagement of MGNREGA fund by BDO Kimin. In its representation submitted to Extra Assistant Commissioner, Kimin, AKKYWA alleged that out of 48 days, `beneficiaries had received 7 seven days payment only’. The association also said despite repeated pleas thousands of beneficiaries of the circle have been denied to provide job card and MGNREGA Identity Card by the authority.  It sought district administration to intervene to unearth the truth.

 

AAPTWA LS unit seeks survey of government land

ITANAGAR, May 22: The All Arunachal Pradesh Tribal Welfare Association (AAPTWA) Lower Subansiri unit has sought survey of the entire government land to check illegal encroachment.

The request was made to the Lower Subansiri DC, while reminding that any buildings or houses must be at a distance of at least 7 metres.

In another letter to the director, transport, it urged for appointing a regular MVI, LDC, UDC, Computer Operator and a contingency peon at District Transport Office, Ziro.

 

Immediate release of SSA fund demanded

ITANAGAR, May 21: The BRCC & CRCC Coordination Committee Kurung Kumey district has sought immediate release of SSA fund 2013-14.

In its letter submitted to the secretary education seeking his directive to the concern DC for immediate release, it informed that the implementation of all SSA programme is being delayed because of non- release of the file by the DC.

 

AAPFWU urges for immediate release of pending labour wages

ITANAGAR, May 21: The All Arunachal Pradesh Forest Workers’ Union (AAPFWU) has urged for immediate release of three month's casual labour wages in the department of environment and wildlife.

In its letter to the principal chief conservator of forest, it informed that the casual labour in the department did not receive their wages for the last three months, i.e., February month to April.

 

APLAS calls for formation of Motor Accident Tribunal in all districts

ITANAGAR, May 22: The Arunachal Pradesh Legal Aid Society (APLAS) has urged the state government to early constitute Motor Accident Tribunal in all the districts.

In its letter to the chief secretary and secretary law and judiciary, GoAP and Deputy Registrar, Gauhati High Court, Itanagar Parmanent Branch, it reasoned, transfer of judiciary from executive to judicial officers has created a vacuum of Motor Accident Claim Tribunal in the state, except Lohit, Papum Pare, West Siang, East Siang and West Kameng district, due to which large number of motor Accident cases are pending with deputy commissioners of the districts.

 

Rongali Bihu celebration

ITANAGAR, May 22: Continuing with their age-old tradition, the Assamese people of the greater Capital Complex under the banner of Rajdhani Rongali Bihu Celebration Committee (RRBCC), will celebrate Rongali Bihu Sanmelan, the heart and soul of the community, with a day-long programme at Mopin/Solung Ground, ‘O’ Point Tinali, Itanagar on May 24 next.

Community-based cultural troupes along with renowned singers from Assam would perform in the day-long extravaganza along with several eye-catching varieties of item.

The festival celebration committee appealed to all the people irrespective of caste, creed and religion to participate on the occasion and enjoy the celebration.

When lawmaker turns lawbreaker

ITANAGAR, May 22: Even though the newly elected MLAs are yet to take the oath of office and secrecy, a rat race is being observed among them  to occupy official bungalows being vacated by those ministers and MLAs who lost in the Assembly election.

So typical of Arunachal, many MLAs even without obtaining order from concern authorities have occupied bungalows as per their wish by breaking laid-down norms. Some of them have shamelessly pasted notices outside the bungalows claiming that it has been occupied by them.

As per the guidelines, the bungalows are first issued to cabinet ministers after their swearing-in ceremony. The remaining ones are allotted to MLAs on seniority basis and that too after they have been administered oath of office. Today capital administration sealed bungalow no.2 located at Senki View after supporters of Raga MLA allegedly tried to occupy it. Deputy speaker Jomde Kena had recently vacated the said bungalow and shifted to new one. EAC Jiken Bomjen along with officer in-charge of Itanagar police station T. Bage raided the bungalow no.2 around 4.30 this evening. The occupiers were chased away and bungalow has been sealed by the authorities. However OC Bage informed that no case has been registered in this regard. In another instance, today when authorities visited one of the vacant bungalows for inspection it was reported that occupant while leaving took away everything including the light bulbs and fans.

 

 

ANSU reiterates demands

ITANAGAR, May 22: All Nyishi Students’ Union (ANSU) has reiterated its demand for termination of all the officers involved in the alleged misappropriation of fund meant for construction of hostel buildings (girls) in various schools under Palin circle of Kurung Kumey district,

According to an ANSU release, a press release was issued by the union on April 25 giving the Chief Secretary an ultimatum of 15 days to terminate all those, who have allegedly misappropriated fund amounting Rs 12.49 crore meant for construction of ST/SC hostel building in various schools under Palin circle of Kurung Kumey district. Later, a representation was also submitted to the Chief Secretary on April 30 reiterating its demand, the release informed.

“But almost 30 days have passed the chief secretary didn’t initiate any action against them. We are unable to understand as to why he is not taking any action against the erring officials,” exclaimed ANSU.

The students’ union further informed that sufficient evidences regarding improper or non-execution of works were submitted to the Chief Secretary by the enquiry committee. The students union requested the Chief Secretary to verify the matter himself by making spot visit, if he does not believe the allegation.

While drawing attention of the chief minister on the same matter, ANSU threatened to take its own course of action, if its demands were not fulfilled immediately.

Meanwhile, ANSU vehemently refuted the alleged allegation of blocking payment of contractors’ bill leveled against it by the department concerned. Rejecting the allegation, ANSU claimed that the department has so far withdrawn Rs. 6.245 crore without execution of work as per the detail project report (DPR).

 

 

3 days para-legal volunteer training begins

ITANAGAR, May 22: Dr Indra Shah, judge, Gauhati High Court today inaugurated a three days residential training programme for around 50 para-legal volunteers drawn from various districts of the state at the state cooperative union conference hall, Naharlagun. The training programmme is being organized by an Odisha based NGO, named,  Committee for Free Legal Aid (CLAP) in association with Arunachal Pradesh State Legal Services Authority and Action Aid Society Arunachal Pradesh and supported by the department of justice, Govt of India under its project access to justice.

In her inaugural address, Indra Shah dwelt in details the aspects of free legal aid and the schemes while pointing out the instances of the people getting reliefs through the interventions of the para-legal volunteers of the legal services institutions. Further she called upon all the stakeholders to see that the benefits of the free legal service reaches to one and all.

During the three days programme, the participants shall be provided training kits coupled with capacity building and awareness to the concept of access to justice and other provisions of law. The resource persons for the training include advocates Nikita Dangen, Sunil Mow, Subu Tapin, Jumgam Jini, asstt professor, Arunachal Law Academy.

Budi Habung, district & sessions judge, Yupia cum member secretary, State Legal Services Authority, P B Dutta, joint registrar Itanagar bench of Gauhati High Court, Dani Belo, OSD/under secretary, Law dept, Namrata Chadha, team leader, CLAP and Amikar Parwar, project officer, department of justice, Govt of India, New Delhi and the members of the Itanagar bench of Gauhati high court bar association were present in the inaugural function.

 

 

Siram clarifies

ITANAGAR, May 22: Former Education Minister Bosiram Siram today said that he never showed any interest nor registered any protest upon induction of newly elected MLAs in to ministry. Siram was clarifying the news article published in this daily on May 22 under the headlines “Take a look who gets what”, wherein it was informed that “though there is a strong protest from former Education Minister Bosiram Siram who lost the election, Pangin MLA Tapang Taloh  and Mebo MLA Lombo Tayeng may be inducted into the ministry.”

Describing the news article  involving his name as “malicious, baseless, vague and spurious,” Siram said “after not getting the mandate from my fellow brothers and sisters I do not feel it healthy and it is also against my ethics to interfere into the formation of the Government.”

 

 

‘AITF is purely a non-political common platform’

ITANAGAR, May 22: Arunachal Indigenous Tribes Forum (AITF) has responded strongly to the press statement given by North East Regional Parties Front (NERPF) in response to the former’s urge not to induct NPF chief and MP elect Neiphiu Rio in union council of ministers which was published on May 21 issue of this daily.

Terming the allegation leveled against the NGO by NERPF as wild and unfounded, AITF in a release clarified that “Arunachal Indigenous Tribes Forum is purely a non-political common platform representing all the community based apex organizations of Arunachal Pradesh, working for the common cause of all the tribes of the state in particular and for the greater interest of the people of the North East India and the nation in general. Therefore, question of any link of AITF with any political party, including the UPA or NDA etc., does not arise.”

“Leveling such wild allegation against AITF having mandated by all the community based apex organizations of the State by a lesser known North East Regional Parties Front (NERPF) is uncalled for and an utter lie at the behest of Neiphiu Rio, NPF leader.

The NERPF in a press statement yesterday claimed UPA hand behind the Press statement issued by an NGO opposing Rio’s induction in Union Ministry.

AITF re-assured that it had no reservations if any other regional political parties constituting the NERPF are given ministerial berth in the central government except the Naga community based communal political party namely, the NPF having its expansionist policy with dubious agenda.

“AITF has nothing to say on the political aspirations of Rio, but for the people of Arunachal Pradesh, it is a question of territorial integrity and as such our concern is limited to his berth in union ministry on the reason that he being the leader of the NPF would definitely promote the political expansion of his party whose objectives are against the territorial integrity of our State in particular, and other North Eastern states in general.”

“If the matter is not taken-up at the right earnest, it would lead to serious social ramifications in the long run in the North East region, including Arunachal Pradesh,” the release said adding that it has already taken up the issue with the highest authority.

“AITF is raising its genuine objection for protection of our land and our territorial integrity and hence, we appeal to. Neiphiu Rio and his NPF party to understand our sentiment in the best interests of both the states for ensuring peaceful co-existence,” it added.

 

 

Just knowing the definition of domestic violence is not enough !

Domestic violence is present in almost every society of our state in various forms. Violence against spouse, children or elderly is few of some commonly encountered cases of domestic violence. Domestic abuse often escalates from threats and verbal abuse to violence and while physical injury may be the most obvious danger. The emotional and psychological consequences of domestic abuse are also severe, emotional abusive relationship can destroy your self-worth, lead to anxiety and depression, and make you feel helpless and alone. No one should have to endure this kind of pain, and your first step to break free is recognizing that your situation is abusive. Once you acknowledge the reality of the abusive situation, then you can get the help you need.

The government has made many provisions to help the victims of domestic violence, such as the newly set up Arunachal Pradesh women police station and the Arunachal Pradesh State Commission for Women (APSCW) which promise to provide any kind of help regarding this issue.  

According to the crime chart of the Arunachal Pradesh women police station, in the year 2013 and 2014 there are 23 cases of such violence out of which 18 chargesheet filed against the accused and only 5 cases are pending till date.

According to the statistics of APSCW from 2005-2012 they have death with 111 cases of domestic violence and brought justice to most of them. As per the annual administrative report of APSCW a lady named Ama, a mother of three children, she was first summoned before the APSCW in response to allegation made by her spouse regarding harassment received by her from many quarters owing to issue related to their common property sometime during 2005. When Ama appeared before the commission, it appeared to the commission that she was not in good health either physically or mentally.

She was in fact bothered by her husband’s misconduct, domestic violence and suppression. Moved by her plight and in order to address the issue made by her husband the APSCW made all out effort to get her treated, formally by the mental health institution and informally by member of the Commission. After intensive personal care and support from the member of the commission, she regained her physical and mental health to a large extent. On her recovery her case regarding civil matter was referred to concerned deputy commissioner since most witnesses were domiciliary of Ama’s home district. The deputy commissioner was requested to settle the case through local council by ensuring an impartial experienced body to try the case. Accordingly, through the good offices of the Deputy Commissioner and the local council, social and economic security for Ama is today secured and her dignity and social reputation has been reinstated. She is now known as good woman wronged by her spouse and not otherwise as projected by him. There are many more such cases which the APSCW dealt with and brought justice, but the matter of concern is many such cases are still unreported and the victims are just tolerating such evil practices unaware of its consequences.

In this fast growing world where the whole world is busy in earning their bread and butter this social evil is often neglected. According to the annual administrative report of APSCW, thirty three percent of women under age group of 15-49 years have experienced physical violence, ten percent have ever experienced sexual violence and thirty six percent have ever experienced both physical and sexual violence, it is pitiful to know this fact that people who are facing this social violence are keeping mum.

Everyone knows about domestic violence but what is lacking is the voice to fight against it. The government should also put a little more effort in making people aware about this social evil and organize more and more awareness programs, on the other hand the public too has to take advantage of the provisions given by the government to protect them from such social evil. There are many shocking cases about this violence in our state which are overlooked, excused or denied. If one thinks that just knowing the definition of domestic violence is enough I am sorry to say you are wrong, one needs to take a serious step to remove it from the society so that the coming generation do not face this violence ever again. Awareness campaign on ‘CM’s Health Insurance scheme’ held at Ziro

ZIRO, May 22: Lower Subansiri District Health Society (DHS) today organized an awareness campaign for successful implementation of Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme at DC’s Conference Hall, Hapoli.

Attending the awareness programme, Lower Subansiri Deputy Commissioner cum DHS Chairman Krishna Mohan Uppu, suggested the nodal department to take utmost care during the enrollment process so that no eligible families are left. Describing that registration or enrollment of beneficiaries is one of the most important criteria for successful implementation of the scheme he suggested the department concerned that no family is deprived from availing the benefits of the scheme for any mistake on their part. He suggested the DMO for making wide publicity to make the public aware of the schemes and avail its benefits.

He also suggested various HoDs and PRI members to give suggestions for effective and successful implementation of the scheme.

Lower Subansiri DMO, Dr. Moli Riba in his keynote address highlighted about the enrollment procedures and the salient features of the scheme through PowerPoint presentation.

Training cum workshop on tiger estimation

AALO, May 22: A day-long training cum workshop on All India Tiger Estimation, jointly organized by the National Tiger Conservation Authority and WWF India Team was held at Aalo Forest Division on May 20 last.

The training was imparted to officials of Forest department of Aalo, Yingkiong and Daporijo Forest Division.

In his inaugural address, Nyali Ete, DFO Aalo Forest Division gave deliberations on estimating and preserving the rare animal and exhorted the trainees to acquire knowledge on various methodologies from the training. The training workshop gave special focus on issues like monitoring tigers, co-predators, prey and its habitat, field survey technique, sign survey, vegetation sampling and line transects, GPS and camera trapping. Field demonstrations and interactive session on important aspects of tiger estimation were part of the day long workshop. DIPRO

Problems faced by capital citizens

Dear Editor,

Through the column of your esteemed daily I would like to urge Chief Secretary to intervene in the shortage of LPG gas cylinder being faced by citizens of Itanagar and Naharlagun. I urge him to instruct Department of Food and Civil Supply to monitor the problem.  Since from last year, it is noticed that consumers have to wait for not less than 2months after booking at various gas counters of twin capital city to get cylinder delivered. Govt. of India issues 12 nos. of subsidized cylinder to poor citizens of India every year. If consumers get cylinder after two month’s time than what is the value of availing subsidize cylinder? Most of the citizen of twin capital city of Itanagar-Naharlagun is depended upon LPG gas cylinder to run kitchen. They can’t go to jungle to collect firewood for cooking. The department of food and civil supply should pursue with higher authorities for enhancement of cylinder quota for capital Complex as population is increasing day by day.

I would like to also urge Itanagar Municipal Council (IMC) to start their urbanization activities like proper parking in market areas, proper drainage in colony and market areas, construction of public toilet at market for common use and proper arrangement of traffic route within capital complex with consultation of SP traffic. The main reason of traffic congestion during office hours is due to numerous entry points from highway to colony roads.

High hope on Namo

Dear Editor,

India has shown the power of democracy to the world again in recently concluded election for Lok sabha. People voluntary participated to root out the ruling party. The citizen of this country gave mandate to NDA in hope of strong party and strong prime minister who will lead the country in the path of development irrespective of caste, creed, colour and sex. The parties who have used communal and caste card has failed. They have been thrashed by well aware voters of India cutting across religion and caste. This shows people wants development, employment, relief from high inflation and strong security of country both internal and external. This victory of BJP is victory of all Indian against miss governance. This trend will continue in future too, whenever ruling party of country fails to stand up to expectation of the people. India will rise again and root out any party in ruling who does not care for its citizen. So, therefore all the Indian hope that this new government under the leadership of Narendra Modi will fulfill the hope of 125 crore Indians by his dynamic and charismatic leadership.

I would like to extend my best wishes through your esteemed daily to all the team member of B-BOYZ LEE dance group who recently performed in various places of capital complex. I request the parents of B-BOYZ LEE GROUP & our public to support them financially and emotionally for success in any national level audition. In the past Arunachalee citizens like Mr. Toko Teji (1st runner-up in India’s got talent) and Mr. Jelly Keyi qualified for Mumbai audition of Indian Idol competition. Recently I meet B-BOYZ LEE dance group at Takar complex, Naharlagun when they were performing in roadside to collect money for participating in audition. It was amazing to see them performing and everyone present on the occasion appreciated their performance. The names of members include Ngurang Neega-(Leader), Techi Dorio, Gollo Tallin, .Sanju Sharma, Abhijeet Nandi, Dilip Thapa, Minggam Ratan, Hibu Dolo and Radhe Raam.

I appeal all the people of our state to pray for the grand success of B-BOYZ LEE group in national level audition and bring the glory to our state.

Hydro headache

Once considered to be money minting industry, the hydropower scenario in Arunachal is turning bleak in recent year. Majority of developers after signing MOUs/MOAs has failed to implement the project. Various reasons are being attributed for delay in execution of the project.  Some of the projects have been bitterly opposed by locals. While in some case it is believed that developers failed to invest money leading to stagnation of project. It seems that ministry of power has taken serious note of this development.

In a report which can have serious implication for various ongoing hydropower projects of Arunachal, the power ministry has suggested Arunachal Pradesh to scrap as many as 100 hydroelectric projects awarded to private and state-run developers in the state due to undue delay in execution of project. The ministry has also offered assistance to Arunachal Pradesh for fast-tracking 13 projects with 13,600 MW of capacity as it wants to utilize the vast potential of the mountainous northeastern state for generating hydropower. It is not clear whether this order has been passed to the state government. However this step by ministry will surely shock both developers and state government. Time has come for some serious introspection regarding status of hydropower projects in Arunachal.
